With globalsoundlist it's possible to replace weapons sounds (that's how knife works in Opposing Force campaign). This is really neat feature. But I can't replace rocketfire1.wav (sound of firing the rocket), though rocket1.wav (sound of rocket flight) is replaceable without problems. That's how my gsr file looks:

"weapons/rocket1.wav" "halfsecret/weapons/rocket1.wav"
"weapons/rocketfire1.wav" "halfsecret/weapons/rocketfire1.wav"

All files exist in their places.

What is happening to create those sounds? Is it an RPG in game or some plug-in?

Not sure I understood your question.
I need to replace sounds for my map, that's all. It uses different model for rocket launcher, and it needs suitable sound replacement (standard sounds don't fit used model).

If you're sure you have the paths right, then it's one of the few sounds that can't be replaced. The explosion sound is another one that can't be changed.

Edit: A while back I made a list of every replaceable sound in the game. You can ctrl+f for a sound in this file (https://github.com/wootguy/Glitch-Life/blob/master/src/soundlists.h) to see if it's replaceable (although it's possible I missed some).

You still can change some weapon sounds by using Angelscript
