When using the speak command to play "scientist/ushouldsee(s60e81) freeman(s50)" it sounds as it should.
But when adding it as a sentence: MF_SCI_SEMEN1 scientist/ushouldsee(s60e81) freeman(s50)
There is a delay between the two sound files

The same happens when using g_SoundSystem.EmitSoundSuit( pPlayer.edict(), "!MF_SCI_SEMEN1" );

The speak command is implemented in the engine. For sentences played for monsters/players/etc, the FMOD sound system is used. It's not handling sentences like the original sound system does it.
